How Can This Be? Pandering Conviction Upheld Even Though “Victim” is a Prostitute.

If a female is ready, willing and able to commit a crime, i.e. prostitution, can one be convicted of persuading or encouraging that female to commit that crime?  It seems like the answer should be no, because the persuading or encouraging has no effect.  She is not being changed into a criminal or induced to commit the crime.  She is already regularly committing the crime.  However, courts sometimes see things from a different angle.  Click on the attached link to read an article about pandering when the “victim” is already a prostitute – http://www.greghillassociates.com/lawyer-attorney-1838984.html.
