Theft by False Pretenses by Not Paying Cab Driver?

Many people have gotten into a cab only to watch the cab driver take an indirect route to one’s stated destination, or miss a turn, seemingly on purpose just to increase the fare.  If one refuses to pay the taxi’s meter, is this theft by false pretenses?  Can one by convicted of theft by false pretenses by refusing to pay a cab driver?  If so, what facts are necessary?  To read more about this offense, click on the following link.
